President

Mr. Peroni has over 38 years of experience in municipal planning, environmental planning, and urban design. He is a graduate, with Honors, from the California State Polytechnic University, Pomona. He had his own consulting practice (Smith, Peroni & Fox, Planning Consultants, Inc.) for 12 years and has served as a principal with other firms prior to establishing The Altum Group. Since becoming a consultant in 1979, he has served as office manager/principal as well as project manager on a variety of projects throughout the Inland Empire, representing a mixture of large- and small-scale land developments including resort, industrial, residential, recreational, commercial, energy, and public projects. He has served as a project planner for the revision of the Palm Springs, Rancho Mirage and Desert Hot Springs General Plans, and a principal-in-charge for the revisions of the Redlands and Coachella General Plans. His work has also included the preparation of Environmental Impact Reports and Statements for a variety of policy and development projects. Examples include Environmental documents for The Classic Club, Shadowrock, The Palm Springs Classic (Escena), Canyon Park Resort and Spa developments in Palm Springs, the Palm Springs General Plan Update and the 46-square-mile North Sphere Annexation in Palm Springs, the Section Four (Willows Golf Resort) North Sphere Project in Palm Desert, and four wind energy conversion projects in the western Coachella Valley.

Prior to becoming a consultant, Mr. Peroni was employed by the City of Palm Springs for 7 years in mid-management supervisory positions where he developed a complete understanding of entitlement protocols. While with the City, he was project planner for the General Plan and related elements, environmental review, land use studies, zoning administration, growth management analysis, park and open space management, capital improvement programs, bikeway network and park design. Mr. Peroni has also mastered grantsmanship, project evaluation, and ordinance preparation. As senior planner with the City, he gained experience in budget preparation and served as staff advisor to the Architectural Advisory Committee. He has served as a board member on the Downtown Business Improvement District, and also on the Board of Parks, Open Space and Trails (POST) in the City of Palm Springs. His community service includes terms as President of the Palm Springs Lions Club, Palm Springs Jaycees (Honored with a Junior Chamber International Senatorship) and Palm Springs Band Boosters. He is Charter Member of American Planning Association, Member of the Association of Environmental Planners, Member of Urban Land Institute.

Vice President

Mr. Franklin is a native Texan and moved to California while serving in the United State Marine Corps. After being honorably discharged, he attended California State Polytechnic University, Pomona, and received a Bachelor of Science degree in Civil Engineering (1994). He has held various positions with organizations such as the County Sanitation Districts of Los Angeles County, Deloitte & Touche, and The Keith Companies. Most recently and prior to establishing The Altum Group, he served as a Managing Principal (in charge of a local office) and Project Manager with a multi-national A/E firm.

He has lived in the Coachella Valley since 2002 and is active in the Rotary club, his church, Boy Scouts, and A.Y.S.O. soccer. His professional experience includes numerous industrial/commercial, golf and residential development, retail, entertainment, wastewater, energy and infrastructure projects. He has been responsible for engineering design, plan preparation, management and oversight of projects throughout California and in Mexico. Some of his more notable projects include: SilverRock Resort (La Quinta, Ca.); Shady Canyon (Irvine, Ca.); Querencia Golf Club (Los Cabos, Mexico); Entrada Del Paseo (Palm Desert, Ca.); Fiesta de Vida (Indio, Ca.), and the Centre at La Quinta (La Quinta, Ca.).

Principal/Chief Engineer

Mr. Bazua has fifteen years of experience in Civil Engineering design. He joined The Keith Companies (Stantec) in January 1999 after five years of civil design work employed with Nasland Engineering in San Diego, CA. He utilizes CAD drafting and design support on all of his project work. His "hands on" involvement with projects begins with planning-level design through preparation of construction documents for approval. His specific areas of expertise encompass street design, commercial and industrial site design, grading and land development, design of storm drain systems and preparation of hydrologic and hydraulic studies using StormCAD and WSPG software. James has designed numerous projects in Southern California and abroad. Some of his more notable projects include: Classic Club Golf Course and Clubhouse (Palm Desert, Ca.); Yellow Freight Distribution Center (San Bernardino, Ca.); Mecca Street Revitalization Project, (Riverside County, Ca.); The Reserve (Palm Desert/Indian Wells, Ca.); SilverRock Resort (La Quinta, Ca.), Walmart (Various Locations); 9th Street Project (Escondido, Ca.), Redevelopment of Downtown San Diego (San Diego, Ca.); The Tradition Golf Club (La Quinta, Ca.); Venezia (Palm Desert, Ca.); and Tuscany (Rancho Mirage, Ca.).

Principal/Senior Project Manager, Environmental

Ms. Walters is focused on the environmental planning aspect of project development. She received a Bachelor of Science in Environmental Science from Virginia Polytechnic Institute and State University in Blacksburg, Virginia (1998), and a Master of Science in Atmospheric Science from Colorado State University in Fort Collins, Colorado (2001). She moved to the Coachella Valley in 2004 to pursue employment with the Cabazon Band of Mission Indians as an environmental specialist. During her time with the tribe, she developed an air pollution monitoring program, inspected and regulated tribal lessees for air pollution emissions, and completed water quality programs while gaining an understanding of the political and social issues in the Valley. Over the last few years, she has focused on environmental documentation for private development including both commercial and residential.

Katie has experience with a broad range of environmental topics, including SB 610 and 221 compliance (Water Supply Assessments), CEQA documentation (Initial Studies, Mitigated Negative Declarations, and Environmental Impact Reports), AB 32 (global climate change), air quality protection and compliance, and green building techniques. Some of her more notable projects include: The La Quinta Resort and Club (in progress - La Quinta, Ca.); The Avenue Specific Plan Amendment Supplemental EIR (in progress - Ontario, Ca.); Summit Valley Road Widening (in progress - San Bernardino County, Ca.); Indio Trails Specific Plan (Indio, Ca.); Indian Palms Resort Redevelopment (Indio, Ca.); and Citrus Ranch Development (Indio, Ca.).

Principal/Senior Project Manager,
Geographic Information Systems/Infrastructure Management

Mr. Walters received his Bachelor of Arts in Speech Communications from Colorado State University in Fort Collins, Colorado (2004) and a Geographic Information Systems Certificate from UC Riverside in 2008. He is actively involved in the regional GIS community, attending GIS user group functions to remain current with geospatial issues, especially those unique to the Coachella Valley. His exhibits and compiled data have been utilized in negotiations with many Valley agencies including Coachella Valley Association of Governments (CVAG), Coachella Valley Water District (CVWD), Indio Water Authority (IWA), County of Riverside, as well as various tribal agencies and municipalities throughout the greater Southern California region.

Jake also has extensive experience in pavement management and asset database design. He has developed industry training and operating procedures for asset management programs as well as run highly successful projects in the field. Most notably he oversaw the day-to day operations for a Pavement Management System program at the US Army National Training Center in Fort Irwin, Ca. This project consisted of over 110 lane miles of pavement and exceeds 12 million square feet of parking area. He has served as project coordinator for a number of private projects ranging from residential developments to a major Wind Energy Conversion Entitlement in the north Palm Springs area.

Construction and Utility Manager

Mr. Neubauer has over 40 years experience in the construction field, including surveying, inspection, bidding and contract preparation, and supervision of all aspects of field construction for residential and commercial projects. During his career, he has worked throughout Southern California, including more than twelve years in the Coachella Valley. He has been a builder/developer of single family homes and a real estate broker covering the Pacific northwest. For the past seven years, he was the Construction and Utilities Manager for the Palm Desert office of a large A/E firm. Mr. Neubauer draws on this wealth of experience and his current duties at The Altum Group include utility research and coordination, estimate preparation and construction management.

Senior Project Manager

Ms. Ferguson has 25 years of experience in land use planning and environmental impact analysis in California. She is based in Palm Springs but has prepared planning and environmental documents for projects throughout the State. Ms. Ferguson has Bachelor of Arts in Geography from CSU San Bernardino, and completed all the coursework for Masters of Arts in Geography form San Francisco State University. She started her career at a small consulting firm in Marin County as a contract planner with the City of Sausalito, then worked as an Associate Planner with the City of Anaheim. Since 1990, she has been a planning consultant managing the preparation of environmental documents for a variety of projects including: mixed-use specific plans; general plan updates and amendments; residential subdivisions; commercial/retail centers; surface mine reclamation plans; and a variety of public works projects including landfill closures/expansions; new or redeveloped parks and recreation facilities; and infrastructure replacement/expansion projects (road widening, extension of water/wastewater or storm drain facilities, and new bridges). Throughout her career in the private sector she has also continued to work as a contract planner, providing planning and environmental services to the cities of Indio, Upland, Rancho Cucamonga, and most recently Colton.

Ms. Ferguson is a member of the American Planning Association (APA) and the Association of Environmental Professionals (AEP). Currently she is working on the APA 2012 conference committee to be held in the Coachella Valley. As a long standing member of AEP she has held a number of board positions at the state and local level, and has been on 3 conference committees, most recently, the 2010 conference in Palm Springs. In addition, Ms. Ferguson serves on the Palm Springs Parks and Recreation Commission.

Project Manager, Planning/Environmental

Mr. MacHott has over 30 years of experience in environmental impact analysis and land use planning. He received a Bachelor of Arts, Political Science, University of California, Riverside (1975), a Master of Administration, Public Administration, University of California, Riverside (1976), and a Juris Doctor, Law, University of California Hastings College of the Law, San Francisco (1979). Since becoming a consultant in 1999, he has managed and written planning documents such as specific plans and environmental documents including environmental impact reports, initial studies, and related documents. Some noteworthy projects he has worked on include: The Resort Specific Plan EIR, Majestic Freeway Business Center, The Ranch at Eastvale Specific Plan, Mira Loma Commerce Center EIR, Rio Vista Specific Plan (Amendment No. 1), and The Kohl Ranch Specific Plan (Amendment No. 1)Prior to becoming a consultant, Mr. MacHott was employed by the Riverside County Planning Department for more than 19 years. While with the County, he reviewed land use applications, including Specific Plans and Environmental Impact Reports, for legal viability and compliance with County requirements, coordinated the review of land use applications with other public agencies and completed California Environmental Quality Act (CEQA) mandated procedures and authored amendments to the Riverside County zoning and subdivision ordinances. He is Member of American Planning Association, Member of the Association of Environmental Planners and a Member the Inland Empire Chapter of the U.S. Green Building Council.

Project Planner, Environmental Specialist

Cheri has worked on several CEQA studies, including Environmental Impact Reports. She has also assisted with preparation of Specific Plans and joint CEQA/NEPA documents. In previous employment, Cheri broadened her skills in research analysis through her involvement in several planning and environmental studies. Her main responsibilities included CEQA analysis and research, preparing Mitigated Negative Declarations and Environmental Impact Reports, and creating graphics for various reports. She has also had experience preparing NEPA documents working with several BLM offices. She conducted utility research for several projects and completed LAFCO applications for several annexation projects in the Coachella Valley. Some of her more notable projects include: The La Quinta Resort and Club (in progress - La Quinta, Ca.); The Avenue Specific Plan Amendment Supplemental EIR (in progress - Ontario, Ca.); and Summit Valley Road Widening (in progress - San Bernardino County, Ca.).

Chief Surveyor

Mike is a Licensed Land Surveyor in the States of California and Arizona and has over 30 years of Land Surveying experience. He spent 17 years in the field in Texas and Oklahoma and now has over 13 years of Office and field experience in California. He is proficient in AutoCAD, Trimble “Geomatics” Office, Photoshop and ArcMap. His experience includes overseeing and coordinating survey field personnel, processing field data, mapping, GPS processing and adjustments. He has experience in GPS control surveys, as-built’s, Record of Surveys, ALTA Surveys, right of way acquisition, legal description preparation and analysis, topography, mine inventory, wind energy arrays, and airport and runway surveys. With experience in both office and field, Mr. Spurkosky is able to participate in all aspects of a project, from inception, gathering of field data and preparation of the finished product.

Mapping Manager

Angela is a licensed Land Surveyor in the States of California and Oregon and has more than twenty years of experience in the industry. Her responsibilities include client interface, project processing, and all survey and mapping duties including cadastral surveys, records of survey, tentative and final maps, construction layout, photogrammetry, GPS surveys, LIS/GIS, and right-of-way engineering. She is well versed in a variety of computation and mapping software including spreadsheets, word processing, and project management software. She understands municipalities as she is a former employee of the County of San Bernardino.

Survey Party Chief

Mr. Nasland has over 30 years of experience in civil engineering and land surveying. He has developed extensive skills as a coordinator between Client, Engineer, and Survey Field Teams for all construction and staking needs. Mr Nasland has wide-spread experience on jobs in both the public and private sectors including: residential development, bridges and roadways, border crossings, rides and attractions at SeaWorld San Diego, high-rise hotels, condominiums, multi-story rental units, railroad facilities and landslide mitigation. He has worked on numerous military projects including: BEQs at Camp Pendleton, Yuma Proving Grounds, the 29 Palms Combat Center, Miramar NAF, 32nd Street NAS, Point Loma Naval Submarine Base, and North Island aircraft hanger construction at NAF El Centro.

Assistant Party Chief/Chainman

Mr. Long has over 20 years of experience serving as an Assistant Surveyor, Party Chief, ACAD Draftsman, Chainman, Engineering Technician, Estimator, and Designer. He has developed skills in heavy construction staking, preparation of office calculations prior to field layout and as-built survey preparation from field data, field calculations for construction staking, topographic and boundary surveys, and project estimating. Mr. Long has extensive job experience in both the public and private sectors including: residential subdivisions (e.g., Ridgegate, La Jolla and The Pointe, San Diego), roadways (e.g., Hunte Parkway Widening, Chula Vista; Butterfield Stage Road, Temecula; and Piazza Basilone in Little Italy, San Diego), schools (e.g., Thurgood Marshall School, Carlsbad; Woodland School, San Marcos; and La Costa High School, Carlsbad), bridges, railroads, and military projects (e.g., MCAS Miramar and Camp Pendleton).

Project Coordinator

Tonya Carnevale has over seven years experience as a Project Coordinator. Prior to working for The Altum Group she worked as a Project Coordinator for a large international A/E firm. As project coordinator she serves as a liaison with Clients, sub-consultants, and agency representatives. She assists project managers in maintaining meeting minutes and project management documents and generally assists in facilitating activities associated with projects. Further, she assists in preparing submission documentation for various entitlement applications.

Mr. Walters has over 25 years of construction and project management experience having served in the capacity of senior project manager, senior engineering manager, resident construction manager, contract administrator, field engineer, and QA/QC coordinator for a wide range of public works and private sector positions as well as serving in senior management positions as Reservation Engineer for the Agua Caliente Band of Cahuilla Indians and Deputy City Engineer for the City of Chino Hills and Regional Manager for Coachella Valley cities for Bureau Veritas, North America. Mr. Walters has successfully managed multiple phased projects from initiation through design, contract specifications, and bid documents. He has been responsible for project scheduling, change order management and project tracking for both public works and architectural projects. He has provided CIP management and construction engineering support for the cities of Pomona, Oceanside, Poway, Chino Hills, San Diego Unified Port District and County of San Diego for a wide range of projects including storm water control, roadways, bridges, water, sewer, fire stations, libraries and major airport renovation. Have provided turnkey pavement management and sinking fund analysis for paving and overlay projects for the cities of Oceanside, Chino Hills, Corona, and Poway, and to the Homeowner’s Associations of Leisure World, Oceana, and Sun City Palm Desert.
